This week's Good Cycling Facility is just one example of how the Dutch might design for cycling in rural areas - by converting a road through a smal village entirely to a cycleway, which only allows motor vehicle access for 'destination traffic' (i.e. only people accessing properties along the road).
This technique won't work in isolation - if the road remains an attractive through-route for drivers, then the signs will be ignored. In this particular instance, there is a wider and more obvious road for drivers to take, meaning there is very little incentive to drive down a much narrower cycleway!
