Cycling infrastructure can come in different forms.
Alongside this N-road in a rural area outside Utrecht (a fast main road, with an 80kph speed limit, roughly equivalent to a British A-road) cycling is catered for on this wide service road.
This road is used by residents to gain access to their properties alongside the main road. It's also a route for agricultural traffic - tractors and so on - to move from field to field, without having to travel on the much faster main road.
It's ideal for cycling too - smooth, with little motor traffic, and separated from the main road.

The lack of a pavement looks
The lack of a pavement looks very dangerous to me . If a car was to exit one of those proporties behind the hedge we would both be unsighted. It may be fine at 15kph but I would be travelling at double that (or even 3 times the speed ) so would be safer on the carriageway unless those hedges were removed.

I think you need to take a look on the Streetview link. That's a pedestrian entrance in that hedge.
This is, effectively, a very quiet country lane. There's no need for a footway here.

Indeed, I lived near there
Indeed, I lived near there and actually often included a part of that road in an 8km run. It was perfectly safe, convenient, and very quiet: most of the time only cyclists would pass by me and rarely one car (during about 5 mins on that road).
Note that people exiting their property in a car would be very careful, as they are expected to be, and to yield to all traffic and pedestrians on this (service) road.
