How to propose a cycle track?

How do I propose a cycle track? Do I send it to my local council? There is a three mile stretch of main road (A562) that I think would be suitable.

Find the Cllr who's on whichever Council is the Highway Authority.

All cycle tracks should be totally segregated i.e a Kerb between Rider and Pedestrian/Motorist. Anything else in my view is unworkable and dangerous. Any vehicle can veer into the cycling space. I've seen it all too many times over here. On my way home one of the (So Called) cycle lanes is full of parked cars. Totally segregated paths only will do. Forget the riders who wish to compete with motorised vehicles, there is no need to dice with death if it isn't necessary..

It is not done, but parking and driving in cycle lanes could be greatly diminished by the kind of enforcement applied to cars in bus lanes.
