The Walking, Cycling and Horse Riding Assessment & Review (WCHAR) has, since 2017, replaced the previous HD 42/05 NMU (Non-Motorised User) Audit as part of DMRB.
THE WCHAR process applies to all highway schemes where there is a potential impact on any pedestrians, cyclists or equestrians on the motorway or trunk-road network. It may also be applied to the road network in general by local authorities.
It is also referred to as HD 42/17. It is available on the Standards for Highways site.
