SCOOT is an abbreviation for 'Split Cycle Offset Optimisation Technique'.
It uses detection loops - built into the road - on the entrances and exists of signal-controlled junctions, to measure the speed and volume of traffic, and to optimise signal timings accordingly, to improve capacity.
