In cycle campaigning, 'culture' is used as a way of explaining why cycling levels are so much higher in countries like the Netherlands and Denmark, compared to Britain. For instance - 'cycling is just part of their culture', and by implication, reaching equivalent or similar levels of cycling in here would be impossible.
This argument, however, is circular - it attributes the difference in cycling levels between Britain and the Netherlands to that difference itself, confusing that difference with the reasons for it.
