Large painted bicycle on road

I've been unable to find any information about a sign painted on the road. It's a large white bicycle on a blue background. An example can be seen in this blog (6th photo down in column on right).

It's just a 1057 on some blue road surface treatment. I don't think there's any particular official regulations for different road surface colours, which is why you can find bike lanes and boxes that are black, red, blue, green, buff and probably others. I'm not a fan of surface treatments because they seem to be allowed to break up, scattering debris outside the vehicle wheel tracks (so into any nearby bike lanes) and becoming rough and unpleasant to ride on.

I thought white on a blue background does not mean permitted but only - ie cycles only

i see the problem! White on a blue background has three meanings!
